Buying in the country in which you are a citizen would be a good idea (because if you buy in a country that you are not a citizen in and take it out of that country then you don't have a warranty since the international warranty for most laptops only applies to citizens of the country that the laptop was bought in).

Pretty much every laptop now has a wireless network connection and pretty much every store that sells laptops will sell those. Everything should work just fine pretty much anywhere in the world so I wouldn't worry too much about that, though you'd probably need a plug adapter to be able to plug it into the mains (laptop power supplies can handle pretty much anything you'd be plugging them into provided you have the correct plug adapter) but that's a cheap item (though make sure you don't plug anything that can't handle the voltage used in India (which I think is 230 V but I'm not sure) because those plug adapters don't do voltage conversion and plugging something intended for 110 V into a 230 V outlet will result in sparks (but don't worry, pretty much every laptop adapter can handle pretty much any voltage actually used)).

Buying in India is actually not a bad idea. I wouldnt suggest purchasing pirated hardware though; these things are a little too expensive to be playing around like that. In terms of the wireless protocol, if you are talking about 802.11 a/b/g, then yes, it is the same wifi youll find around the world. You might not find terribly many hotspots, nor am I aware of a running database of Indian hotspots. If you are talking about WWAN, like that of Verizon or AT&T, i dont think thats gonna work over there (especially not Verizon)
