Depending on your available time, these would be the priorities:

1. Palawan. This is the country's last frontier. Visit the Underground River. And several islets around the main island.

2. Bohol. Unspoilt, not like Boracay. Eco-tourism.

3. Cebu. Philippines' oldest city. And for a bit of fun, while you have access to shopping and the beaches in the neighboring islands.

4. Batanes. The northernmost islands. You'd feel like you are in another place, in another time.

5. Camiguin, down south. Beaches, hot springs, mountains, waterfalls.

6. Mindoro. Puerto Galera.

7. Boracay. Enough said.

What do you like to do or see, what is your goal, what is your budget, do you have companion travling with you or meeting you there, do you have hobbies?

There are more than 7,000 islands, so there's a lot of choices here. There's some great diving locations, amazing rainforests, volcanos, and many other natual sites to see.

Palawan is frequented by divers
Bohol by those on eco vacations
Cebu is more colonial
Luzon is the main island
Boracay is the main local resort destination

Luzon has a lot to see and is the largest land mass. Typically first time visitors go here. There's a lot of variety if you travel outside Manila.

I don't know what's best for you. I think if you're imagining a trip to Tahiti or Oahu, then I'd say try Cebu from their you can easily go to Boracay for a few days. If you are thinking of a trip to a national park, with hiking and scenic beauty, and lots and lots of walking, and roughing it then Bohol. If you imagine being underwater the whole time, with day trips through the jungle, then Palawan.

I usually go to Manila on Luzon because my family is there, and I have things to do on Luzon.

I also am going to PI. I will be there for 21 days. I am going to 100 islands for 5 days, Cebu and the Bohol area for 10 days, Laoag City for 3-4 days, then I will hook up with friends in Manila. I hear that Cebu and Bohol are great areas. I hope you have a great time...

After Luzon (where you land, most likely), go to the island of Cebu, the second most cosmopolitan yet historic city in the Philippines. Aside from a culture trip, you could go on a beach trip, food trip, etc.

If possible, all the islands in the country. Each island is different. They have their own distinct or unique charm and features. Best to see them all so that, at least, you get to see what each has to offer.
