i think dark refers to complexion of the men... and if you were reading english written novels, they probably refer to white men who are tanned. it's the same case with how the whites would view tanned women as more beautiful. having darker complexion usually mean the person is more outgoing, perhaps socialable and perhaps view sports as number one thing in life (after women and beers, perhaps). fair skin on men, is generally associated with nerdy only-sit-at-home-playing-with-computer boring type of guys.

In romance novels, one tall, dark and handsome man would stand out in the crowd of fair-skinned men.....
A man having a tanned look (dark-skinned) looks stronger and healthier.
No, it does not mean a fair-skinned man is not man enough, no.

I think the 'dark' refers to the hair... I don't know what romance novels you read, but if they are European dark haired people usually refers to southerners (Italians, French, Spanish), and they are supposed to be good lovers... notwithstanding that exactly those people usually vote for a "tall & blond" representative of their ethnic stock to represent them at the Mister Universe or such...

Come to think of it, if it describes a man here, he probably goes fishing for a living, or working in the fields... those caresses must be like sandpaper on a tender female skin, hmmm, rough play ya...!

Not necessarily... but usually a man with a nice tan is more appealing to the woman. That is not always the case in both sexes. I know a few women who are at least AS hot as some hot women with great tans.
