A PC (or mac) won't use so much power that you'll notice a dramatic increase in your bill. Try figuring out which circuit in your house is using the most power. Check the electric meter - is the wheel moving? If it's not barely inching along, that's a sign that something is eating power.

To figure out which circuit is doing this, put a friend outside by your electric meter, and give them a cell phone or 2-way radio. You go to the breaker panel, and turn off breakers one by one, until your friend reports that the wheel stopped or slowed dramatically. That's the circuit that you need to investigate. You may have a short circuit, or you may have an electric heater plugged in there. You may have a bad thermostat on your furnace, for example, that keeps the furnace on longer than it should.

Or you may have electric heat somewhere in the house, and someone got tired of being cold, and cranked that puppy up to "roast".

Look at the back of the case it may tell you how much watts you power supply is using ,you can work it out from there 1KW = 1000 watts like one bar electric fire

You can put it into hibernation mode, or sleep mode to gain quick access to your PC but not have it actually powered on.

switch everything but the fridge and freezer off by the mains overnight, you will be amazed by how much it saves
