If you plan to use this rink all season it is best to have borders.
The easiest way to build a rink that is going to stay good for the winter is to border it in 2 x 4 boards. If possible lay down a large sheet of plastic first. Then cover with a layer of water and let it freeze. Repeat adding layers of water until you have it a couple of inches thick. Then as needed to make good smooth ice, add a layer of water and let freeze good before using it.

Can you scrape up a BERM (sp) around the perimeter; to help DAM water you add?

Certainly you might be able; your way; but the perimeters; if you can get it all to freeze rapidly; might still be depressed; as subject to water runoff.

I might just look for a Pond; but this is one reason I left the Northern US. smile.

Is this to be regulation? WOW! In any case as answer two also states; a border would be a benefit; albeit; may take a considerable number of 2 x 4's.
