Im an international student in Seattle
transferable GPA 3.0 to 3.15
major: electrical and computer engineering.
What are my chances?
Which one for sure to get in to?

Apply to all of them. Your GPA is actually kind of low and there is a lot of competition. USC is private school and your chances may be better at a private college. Apply to Cal. State University Fullerton. They have good engineering programs.

I'm not exactly sure, but I believe UCLA requires a minimum 3.2gpa for all transfer students and with your major it will be much more competitive. It's also harder to get into any UC if you're not a resident of California. I would say that it's less likely you'll get into a UC. Even Cal Poly SLO is pretty competitive and has the reputation of being one of the best Cal States. Cal Poly Pomona seems like your best bet especially as a transfer. You should still apply to the one's you want though because there's always a chance. Good Luck. By the way, Cal Poly Pomona has an excellent engineering program.

You can always apply, but I would say that your best bet (and even that is not a sure thing) is UCR. For the others, your GPA is low. You may need to look at some of the less competitive CSUs, rather than the two most difficult ones to get into!
