250 watt hps HiD light , solely on solar panels , inside my out building running from 3 - 18 hours per day.

first of all find a solar panel that will put out 250 watts, by the way you did not state what the voltage is on the light, if its 220v goodluck, there's a smaller complete solar unit for garages , but you might have to put in more to get the light you want,

You're going to need a LOT of solar panels to run that. Assuming you want to run it 12 hours a day, and live in an area that has 5 hours of sun bright enough to generate power through a solar cell, and you assume the efficiency of storing the power in a battery, then converting it to AC for the HID is at 75%, you're going to need roughly 800 watts of panels. At roughly $8/watt for panel + inverter + batteries... you're talking roughly $6400...

the solar panel to run and keep a 250 watt hid light fixture lit would be bigger than the outbuilding

depending on where you live, home depot will have solar kits. or there is susually a local contractor who deals in solar. try to find them online. also, several places in the hudson valley in NY make and ship them. also, c.crane or ramsey is stocking solar panels too.
