There is only one real way, qualification.
Not all ten men are equally good in things that have to be done. Some are good with heavy weapons, some with explosives, some with electronics or communication or scouting or any other things.
So it depends on the mission which of the men are chosen. But keep in mind, we are all humans. A squad leader is more likely to send those men he doesn't like to a mission will if very dangerous. Or maybe he can't make up his mind and roles some dice. There are millions of ways to choose, but only one way is right.

There is only one way: the squad leader must select the three men he believes he can most count on to get the job done. He does not have the time to play mathematical games; there are lives at stake and he has to move fast!

I've been a squad leader...
