And why does one of them state the CRT max resolution and the other one state the DVI max resolution?

Basically DDR3 is faster than DDR2

As to your second question:
Then what is important to mention is that you get two types of computer screens "monitors" one is CRT (Older) other is DVI (Newer)

If you look at the card:
http://www.pbtech.co.nz/index.php?item=VGAAS0206
you will see a blue connector which is not on the other one - that is the older CRT connector. Which is not on the new card.

So, check what monitor you have before you buy the card.

1st one, the one that have the DDR3

The first one, memory speed is 1.4GHz
2nd one only clocks at 800MHz, or 0.8GHz

Stay away from the second one.
