I am using Bell Canada Sympatico and I am told that they throttle the torrent speed. Is there anyway to override that?

Many ways. Over here in my country, people use proxy, those paid proxy that allows torrent (continuous data streaming). They don't come cheap of course

Another would be torrentflux, which is a server base client. The client is hosted at a server in a country that you know it doesn't block torrents. So user goes to this site, download their torrent which will be store at that server, then you transfer the completed file as a normal ftp download to your computer.

Again, its not free and very expensive as you need to rent a hosting server.

Torrent encryption no longer work. CISCO has hardware that can read into their packets.

The only encryption that is known to still work is eMule's encryption, which of course is not torrent p2p. I use eMule, due to my ISP throttling torrent and limewire and ares and any p2p there is.
