To find the cheapest fares, go to kayak.com. They search all the airlines' sites for you, as well as those like Expedia, CheapoAir, and Travelocity, thus doing all the work for you. They will even send you email alerts if a fare drops for the route you've selected.
As for the best time, it's coming up right now. Usually the lowest fares are found during January, February and March.
Some time ago I was living in Boston and considered a long weekend in New York in February. After doing some comparison shopping, however, I discovered that it was actually cheaper to spend a long weekend in London. Now that's cheap!

virgin atlantic runs alot of speacials tolondon but you havent said where your flying from. cheapest time to travel is from late november to mid febuary. the flight prices go up after that. best to book very early wed morning as that is when the ticket asssignments get updated for most airlines. I use www.sidestep.com for most of my bookings.. always been the cheapest even if not flying coach. good luck and be flexible. the previouse sites are ok as well but kayak takes a commision and sidestep usually does not as they dirext you to the direct flight booking on the airlines page.

The cheaper plan is to go to someplace like Glasgow, and anytime except summer should be fine.
