My brother is planning to transfer after his 1st year of college at a community college in San Diego, he was wondering if you could transfer to a college in the Philippines (for example FEU) and still get the credits so he doesn't have to repeat his first year.

He should imediately identify the school he wants to attend and ask them. They will give better answers than you could possibly get here.
