If you have a concrete slab. Then it would be a slab leak. From the Hot water side. Call a lic. plumber and it will require a jack hammer to jack up the concrete. Then repair the leak. Then fill hole with sand up to about 21/2"-3" below the slab. Then pour ready mix concrete back in and then smooth level. Hope you have some extra tiles to replace those that will get taken up with. I have had several years experience with slab leaks.

Does sound like a leak from a hot water pipe; the pipe may, after all, be under the floor or it may be nearby and the hot water is leaking into the slab.

I'm not going to make snide remarks like "turn off the underfloor heating" or "is the flat downstairs on fire?" . . .

IF YOU HAVE A RADIANT HEATING SYSTEM (HOT WATER HEAT IN YOUR FLOORS) AND IT WAS INSTALLED YEARS AGO, IT WAS PIPED USING COPPER TUBING INSTALLED DIRECTLY IN THE CONCRETE SLAB. COPPER AND CONCRETE DON'T MIX CAUSING THE COPPER TO CORRODE CAUSING LEAKS. BECAUSE THE TUBING IS EMBEDDED IN CONCRETE, THE LEAKS MAY NOT SHOW UP THRU YOUR FINISHED FLOORING, BUT OVER TIME MAY ALLOW AIR TO GET INTO THE SYSTEM CAUSING GURGLING WHEN THE SYSTEM PUMP STARTS CIRCULATING THE WATER.
SEEK HELP FROM A PROFESSIONAL CONTRACTOR WHO SPECIALIZES IN RADIANT FLOOR HEATING SYSTEMS.

if you have floor heating it may be air in the system or noise from the pump, as long as there's no apparent leaks,
if its ain,t broke don,t fix it.
