what i mean is if it could be an authority or do authorities have to be actual people? yes i know it sounds dumb but i have to know

If a board or organization puts out official statements that are not attributed to individual members of the organization, then it can be an authority.

That entirely depends upon the point of your paper. Are you looking at quantitive statistics gathered and published by the College Board? Then I say that you could use it.

I really need a little more information about what your paper is about and why you want to use the College Board as a source before determining if it's a good idea to use it as a source.

I would say, in the general sense, that information directly from a representative is better than information disseminated to a secondary or tertiary source.

Yes why not you can use anything in a paper as long as you cite it at the end.
