Probably, during the Whiskey Rebellion of 1791-1794, when a federal tax of seven cents per gallon on whiskey was passed in an effort to pay off debts incurred by the Revolutionary War.

Many farmers who were busy converting grains to whiskey didn't like the tax and protested by tarring and feathering several tax collectors who came around trying to collect the tax.
