i have had this happen to me before and the fix is just to easy.
the water from just the air such as frost on the ground gets in to the rubber and in the concrete and freezes together, just take some WD40 to the rubber spray some on and wipe it back off so as not to have to much and your fixed.
the WD40 will stop the water from getting in to the rubber and wont freeze together anymore.

until we bought a proper garage door--we used to go scrounge at the discount carpet shops & ask if we could dumpster dive for long narrow strips of carpeting.. we'd just lay it on the concrete where the door was gonna land. works great.

Depends on the kind of door. If it is a four-panel door on tracks, adjust the down limit so that it does not close as firmly. If it is a single-panel hinged unit, consider raising the hinges so that the door is slightly above the floor when closed. (Big nasty job.)

get a seal to place underneath the garage door, it will protect the door and keep it from freezing to the floor.
