yes there is and its called ATI tool for monitoring ati and other graphics cards. This Temperature Monitoring Feature of ATItool also works with Nvidia Cards

Try nTune for nvidia or Catalyst Control Center for ATI. I'm pretty sure both have some kind of temp monitoring
