which letter is the best to choose if i'm stumped on a scantron test? (please also say WHY)

Really, I have no logical explaination as to why except it always worked for me. I thought I was the only one that thought that way :D

Probably because on tests, if you've noticed, not many answers are A or D. They're usually B or C.

There's no set letter that is guaranteed to get you a better score on scantrons.
The best, if you are absolutely completely stumped (cannot cross out any answers) and if you are not docked points for answering incorrectly, is to choose the same letter consistently.
Pick any letter and stick to it when you get completely stuck.

For true or false, flip a coin if your teacher doesn't mind, or just pick false.

If any of the answers are "all of the above" or "none of the above" pick one of those those, hopefully they don't give both choices. If any choices include the words (ALL, every, NONE OF, never) Don't pick one of those.

After that I use the clock method. (position of second hand determines which answer to choose)
