apart from emphasising something and when the first sound of the next word is a vowel sound?
i hear people say thee often without those prerequisites. like just then i heard someone saying thee band without emphasis.

I agree those are the right occasions for using that pronunciation for the. People do also use it to "talk funny" as a previous answer mentions. And then there are some people who just seem to use it according to a different set of rules, either because they do not recognize the rules we follow, or perhaps because they just do not want to follow them.

Usually pronounced thee before a word tha begins with a vowel.

Also could be used to indicate (the opinion) that The item is the best of its type.

Those are the times ehwn I am aware of, emphasis and preceding a vowel. Got me. Maybe they were just talking funny.
