the answer C is correct. the Barbary States began capturing US ships as soon as they saw the flag in Mediterranean waters. The first correspondence related to this was a letter from the Captain of one of the ships to Thomas Jefferson, who was in Paris. This was written in 1785

I have written a paper on this subject that has been published in both the US and Europe.

c
In the early part of the 19th century, the regency at Tripoli, owing to its piratical practices, was twice involved in war with the United States. In May 1801, the pasha demanded an increase in the tribute ($83,000) which the US government had been paying since 1796 for the protection of their commerce from piracy under the 1796 Treaty with Tripoli. The demand was refused, and a naval force was sent from the United States to blockade Tripoli.

as people have said, c....ever hear the song with the line
"from the halls of Montezuma to the shores of Tripoli"?

There is a great painting of the US response the first time we were faced with Arab terrorism ( see how history repeats).

It shows USS Constitution, the frigate still afloat and sailing in Boston harbor, and the first USS Enterprise....(see how history repeats itself).....sailing into Tripoli harbor, guns run out, about to deliver the USA's "Payment in Iron"..... as in cannon balls, not gold.
