Get help from an experienced attorney.
Also, if the mother has sole or permanent custody (may be worded differently in some jurisdictions) of the child, she CAN get a passport without the father's signature or consent.
If the father's name is not on the birth certificate or if the parents are divorced and the mother has custody, she need only present the documents asked for.
Go to the U.S. government's passport website to read the requirements for obtaining a passport for minor children.

If you are the legal father, have a court order and/or are on the birth certificate, she has to have your permission to get a passport, but she could forge the documents enabling her to get a passport without your permission.

Technically both parents have to give permission for a child to receive a passport. Maybe she'll get someone to assume your identity. If you have the kid's social, you can check it on the website at travel.state.gov/passports.
I would bring this into court or consult an attorney. They may ask her to give up her passport so that they are certain she won't try to leave

You might try your local courthouse for some sort of injunction or court order that prevents her from leaving the country with your son until the divorce and visitation have been settled.
I was able to prevent the transporting over state lines this way.

You need to call a lawyer. I don't think children are allowed to be taken out of their country of birth without explicit written consent from both parents. Call the agency in your country that deals with passports and ask them.

yes he will need a passport but she can't get one unless u go and sighn the paper. that is the law. have a court order saying she can't leave the country with ur son

In the custody documents from the court, you can state that she cannot live more than a certain distance from you My ex can't move more than 200 miles from me. If it's not in your paperwork, go back to your attorney and get it changed. Other requirements can include they can't move out of state and such.
You also need to put in a clause for leaving the country obviously.

Naturalized citizens who are minors cannot leave the country without permission from both parents.
(Unless she flees the country illegally)
