Ideally, perhaps, it should be "Of which country was Bill Clinton the President?" (Note: the word "president" IS capitalized when it means the President of the United States.) But the rule about ending sentences with prepositions is an artificial one, which seems to have come about because English grammarians of some previous century were trying to make English conform to the rules of Latin, where it isn't wrong to end a sentence with a preposition--it's imposible. More recent authorities on English, such as Otto Jespersen, in Growth and Structure of the English Language, have had little patience with such rules. So sentence 5 is also correct, although more informal than the sentence that wasn't one of the choices. (Or one of those we had to choose from. >: ) )

To return to the actual question, yes, after an interrogative word, or in any interrogative construction, the auxiliary verb (and sometimes the only verb) comes before the subject. Ex.: What did you see? Where has he been? Did he show you his vacation pictures? Are you ready?

#5 but it shouldn't end with a preposition. The most proper is: Of which country was Bill CLinton the president?

(5) Which country was Bill Clinton the President of ?

Wh- words do not need to be followed by a verb and often aren't.

Don't listen to answers about the so-called "preposition rule". This is not a real rule of English grammar.

None are correct!.
2,3 and 5 are incorrect because you shouldn't end a question with a preposition.
Do not capitalize president!
It should be, "Of which country was Bill Clinton the president."

I'd choose none of the above.
"Of which country was Bill Clinton president?

There is a mostly ignored rule about not ending sentences with prepositions. The word "of" is a preposition.
