Confusion reigns because of lack of brackets.
At a guess, should be written as:-
2/5 = (x - 2) / 20
8 = x - 2
x = 10

2/5=x-2/20
+2/20 on each side results to
2/5+2/20=x
the common denominator is 20, so by multiplying by 4/4 the first fraction becomes 8/20. when u add the fractions 8/20+2/20=10/20=1/2. so x=1/2

-> 2/5 + 1/10 = x
-> 4/10 + 1/10 = x
-> 5/10 = x
-> 1/2 = x
-> x = 1/2 = 0.5
