Hi, I plan to build a PC with an AMD and it's retail fan. My questions are does it matter where pins go in, and where should the cable be wrapped around?

There is one way to position it, the fans and cable and everything is keyed physically to put in one way, you can tell you've got it when the heatsink is glued to the CPU, cables as long as ventilation is good it matters not where you wrap them.

One thing for sure, you can't just anyhow place the CPU fan because it comes with a catch system and it's not like you can fix that into anywhere you like. All of the time it will fits on top of your CPU as the heat paste has to be in contact with the heat sink to work well.

There is no rule of thumb how you wrap the cable around, just try not to go into hot surfaces like heat sinks. Try not to place them near to fans as well as wires may get entangled.
