The easest way is to shorten the gov.spring just a little.this is kinda cheating but will work fine.the spring hooks to throtle lever on carb.

Sure they are good engines. With proper maintenance they will run forever. There is a good availablility of parts also. I have an old 8 hp tecumseh on my tiller and it has been running for 19 years that I know of, it wasn't new when I bought it. I change the oil and clean the air filter.

It is a bit hard to tell what it is your trying to do. The governor is internal to the engine. There is a rod coming out of the crankcase with a lever attached. From there it goes to the carburetor with a rod. Are you sure that you don't want to adjust the throttle? There shoud be a stop screw on the throttle cable lever that adjusts the top speed. Trying to get the engine to run faster than the governed speed could be bad for the engine.
