It means someone is not very witty, sharp.

Some of my all-time favorites in this category:

Not the brightest bulb in the chandelier.
All her puppies don't bark.
A few screws short of a hardware store.
The elevator doesn't go all the way to the top floor.
A few peas short of a casserole.
The gates are down and the lights are flashing, but the train isn't coming.
Couldn't pour water out of a boot with instructions on the heel.
A few sandwiches short of a picnic.
His antenna doesn't pick up all the channels.

It also means that you haven't checked your drawer yet.
Stupid is an unkind word. It doesn't mean stupid.

If you are not the sharpest tool in the shed or the sharpest knife in the drawer. It just means that someone finds that you are not clever at doing something.

There are plenty of put down expressions .Don't put up with put downs.

Remember if you're not the sharpest tool in the shed, Cheer up !, you can still be the thickest tree in the forest.

It is one of dozens of similar expressions indicating that the person in question is intellectually challenged. However, the use of such whimsical phrases indicates that the accusation is not to be taken seriously.

you are correct your sister is not. Kind of like "not the brightest bulb in the box" or "not the sharpest tack in the wall" or "not the sharpest pencil" I think you get it.
