Can anyone tell me what the problem is and how to solve it? I figured I may need a new fan but I want to be certain. The fridge is only like 3 years old, side by side. Thank you very much

Most likely the fan motor is shot. You can check for power at the fan to make sure it is the motor.

If the ice is what is preventing the fan from turning your defrost timer may be hosed.

On newer fridges you can usually find a parts diagram and service info under the front toe kick cover.

The coils are freezing because the fan isn't fanning. You may need a motor but there are other possibilties. The motor is controlled by a few parts.

You could try unplugging it for a day and a half. Of course take all in the fridge out and place in a cooler. Replug in. This may help or may not. If things are frozen as your saying this could defrost it and the drain may be plugged up. If you have a warranty still available call your service man.
