I don't believe the GOP is wasting time categorizing Muslims.

As a Republican & local GOP member with many Muslim friends, I find your question rather offensive and narrow minded.

Theoretically, I believe a bad Muslim would be someone that doesn't follow the teaching of love , compassion and tolerates.
You have a few of those in every religion.
