If yours is a broadband/cable/dial-up account, chances are that your IP address is not fixed. As such you will need a dynamic IP DNS service that will assign your IP address to your domain name. Some of them will even give you a sub-domain name to use for your site. See:

Yes, but only when you're connected to the Net, and since there's no domain name attached to your IP, you are accessible only by your IP number. But yes, that's technically "published".
