We are looking for tenants who rented from a nightmare landlord. How do we find a list of tenants who rented at a certain address? Can we contact the utility companies?

I used to manage apartments. That information is confidential. Very unlikely you can find that info out. One thing you may try, though, is writing a letter to that person at that address and see if they forward it. If not, it may just come back with an expired forwarding tag, but with the new address and you can directly mail them. good luck!

That information is not publicly available. The utility companies may give you information about the costs of the assorted utilities, but they won't give you the names of who was responsible for the bills. Your only source is the landlord who owned the building himself.
