My screen on my computer is very shaky. I tried to do the degauss and it goes back to the same thing 5 seconds later. What could be causing this? How can i fix it?

It is probably something around the monitor that is interrupting it. Try turning off the monitor, unplug all the cables connected to and from monitor and then plug them in again. Try cleaning the jacks, cables, etc.

Check that there is nothing magnetic or with a transformer close to the monitor:

Fans, fluorescent lights, unshielded speakers, power blocks for printers, speakers etc. computer power supply.

If you are sure that there is nothing around the monitor interfering with it, then it may just be that the monitor is on it's
way out.

Sounds like it's dead/almost dieing, how old is it? You can get a 17'' LCD nowadays for about $100 new.

See if any magnets are near by, or moters, or high powered lights, or speakers.
