The word "mean" means in this context, average or ordinary. "No mean achievement" therefore means "no average or ordinary achievement", or in other words, "an extraordinary achievement".

It was no small achievement. It took considerable effort and attention to quality.

'Mean' used to be a synonym for 'stingy' or 'small.'

As read it simply means that it actually was the result of hard work or much effort (ie mean meaning small, inadequate etc., in this case).
