General anesthesia usually lowers blood pressure. There are several reasons for hypertension. Primary, or essential hypertension is the most common cause of high blood pressure, and if uncontrolled pre-op can be hard to control after surgery. Pain can cause high blood pressure. A hypertensive crisis can result in very high blood pressures and should be treated aggressively. I question the accuracy of a blood pressure with a diastolic of 190. A blood pressure cuff too small for the arm can result in an erroneously high reading. More details about the history of the patient and the type of surgery would be enlightening. I hope the patient is doing well.

3 years ago, I was diagnosed - hypertension with a reading of 160/100. Call up your MD and get your pressure checked again. Some drug stores have blood pressure machines.
Are you getting any headaches with pressure in the back of your head? This could be from hi BP.
