The poster who listed my first link misread.

He's always been Bluto. In later cartoons, around the 60s, he was renamed to Brutus, and there are differing theories. One is that his name was too close to Disney's Pluto and King Features was too scare to stand behind their property. The other is that Kin Features thought Paramount owned the name "Bluto" and used Brutus instead for their batch of cartoons.

In the cartoon, his nemesis is Bluto. In the original comic strip that was the inspiration for the cartoon, his name was Brutus.
