The Executive branch enforce the laws the Legislative Branch enacts. The Judaical Branch rules on the laws to determine if the law is Constitutional.
No President has a free hand. Going into place like Iraq was approved by Congress. The President does not have the power to go it alone in most instances

The President can veto a bill from congress
--check balance of this is congress can override the veto with a 60% favor

The president appoints federal judges
--check to this - Congress must approve such nominations

the president can issue executive orders which can affect millions of people while not being allowed to vote or recall.
--check to this - the president can be impeached and removed from office.

Bush has free reign and there are no balances and plenty balnk checks for his buddies.....like Cheney, Rice and Gonzales
