why does my isp come up slowly?

could be spyware
1) try a spyware removval program like spybot search and destroy
2) Defrag your hard drive/ Make sure you have free space
3) Clear up temp files (Use http://www.stevengould.org/index.php?Itemid=69&id=15&option=com_content&task=view) cleanup!
