What you are thinking of is called a" torque converter", this is the same system that all snowmobiles use. Way back there were a few minibike brands that used them, probably the better of them were the Rupp minibikes. You can probably still buy those systems from "Comet" they manufacture all sorts of drive systems, just do a search for comet clutches or something like that.

I had one back in '70. the name on the mini was roadrunner, had a 3 1/2 hp tecumseh engine and centrifugal clutch. it was bought new from gibsons dept store. it was my first ride at 11. top speed about 30, till i found the governer lever. after that i could smoke a honda trail 50.
