The PHILIPPINE SOCIETY OF EMERGENCY MEDICAL TECHNICIANS is probably the most competent of EMT/Paramedic training institutions offering latest techniques and training, with links to the authorities such as Phil heart association. You can try to ask for Basic life support courses there, you can also try the Red Cross.

Procopio is right. Currently, I know the best EMT's are trained by LSTI. Life Support Training Inst. Call them up at 4153249 or 4137532. They are located in Cubao Quezon City. Basic EMT runs for 2 months. Mon. to Friday. I am an EMT myself. I am also a medical technologist and a massage/spa consultant.
