Please help me prove my girlfriend wrong.

This is what the California Driver's Handbook says: "Left turn against a red light on a one way street only. Signal and stop at the limit line or corner. You may turn left into a left moving street if there is no sign to prohibit the turn. Yield to pedestrians, bicyclists or other vehicles moving on their green light." I would have gotten this one wrong if I hadn't look it up. Hope you win!

In Wisconsin you can never legally turn left at a red light without a arrow.

Depends on State law.

Under the Federal guidelines that the Feds issued when they first promoted "right on red", it would be legal - but different jurisdictions have applied the guidelines unevenly.

for example, in NY City, you can't right on red unless there's a sign that says you can, but outside NYC in other parts of NY, you can.

Red means stop, and althought you can turn right (in america) on a red light, im not sure how it applies to one way streets.
