I live in NJ. If I purchase a bike with a clean title from a private seller in PA, what steps do I need to follow in regards to make sure I do things correctly, like paperwork, taxes, plates, etc.

Can't tell you specifically about NJ and PA, but I have purchased cars from out of state and brought them back to Texas, all I need is a clean title from the state it is registered in, signed (notarized if possible).

The taxes I pay are from the state that I register it in, and it is based on blue book value, not what you tell them you paid for it. Once it is registered here, I get the plates and away I go.

I have only driven 1 car back from anopther state, I insured it before I left the state, and maintained the registration until I got to Texas, then changed it.

Obviously, this will vary from state to state. Check to see what exactly NJ needs when you go to register it.

I am originally from NJ, and they will let you register it, no problem there, but if there was a previous lein, you will need a letter from the leinholder to get the title.

I had to do this when I bought a pickup truck from my uncle, and we needed a letter from the bank stating the title was clear, it wasn't a big problem.

If there is no leinholder listed, they will mail you your title in a few weeks, if it is an out of state title, so they can check for discrepencies.

Bill of sale but get the seller to put down a lower Selling price to save you some taxes apon Reg. Make sure that he signs the right line and you also to save time at the DMV.
