sash is a term for older styled single hung windows, the botton exterior piece that slopes down for water is a sill.

As the others have indicated it is the sash. And yes it tapers away to allow the rain to run off. Wow only one wrong answer on this one. But at least they didn`t know. Good job guys. Thanks for your question
