Centrifuges aren't built with uranium. Centrifuges enrich the uranium. I think you meant "didn't Iran say they had 3000 centrifuges to enrich uranium?"

Yes, they are building 3000 centrifuges to enrich uranium. The uranium will be used in their nuclear power plant to generate electricity. The centrifuges are considered inferior and not efficient enough to enrich uranium to weapons grade level. Iran has looked at more efficient centrifuges (P2), but has settled on P1 centrifuges. This causes one to think Iran is less interested in producing weapons grade uranium.

It's vice versa. You build the centrifuges to enrich the uranium.

AFAIK, Iran is only trying to make fuel for the nuclear power reactors WE SOLD THEM!
