It's really bothersome. For some reason, this time of year, every time I touch something I get a little jolt. What's up with that?

the air is dryer, and there is lest atom movement...sorry if I confuse you...^^!
but when the air is dryer, static electricity builds up with every movement we make, because we are somewhat wetter than the air surrounding us. and, as you should know. electricity is attracted to metal and water, so touching something wet, metallic, or another living being, will transferr that electricity, shocking you.

The drier air of winter causes a higher potential for static electricity build up.
For your car you can install a static strap to the underside which will dissipate the charge and you won't get zapped when exiting the vehicle or just have a passenger get out first and they will get it instead of you.
At work, we use helicopters to raise equipment to rooftops. The first one to touch the equipment gets a really severe jolt so in the winter, I have a helper touch it first LOL.

Low humidity in heated buildings causes a build up of static electricity. The jolt you feel is the discharge.

Probably because there is less moisture in the air. The air is dry and it causes more static.

there is more static electricity in the atmosphere, it seems to come with more lighting also.
the easiest way to reduce to shocking effects is to wear shoes with rubber soles..
