Was there covert rationing in the Collins submarine project ?

Placards of Sunday papers for years used to wail about the state of health of the project. Were they on to something after all ?

Covert/deliberative rationing is the result of bunglimg beauracratic meddling, not a lack of patient/doctor interaction.
