You will continue to grow and develop until you are 18.
I started mine when I was 14. I was 5 ft. 2 and 86 pounds with B cups. Now at 23 I am 5 ft 4 and 125 pounds and D cups.

Just give it time.

Your 'small' body is doing what it is supposed to and growing how its supposed to. Be proud of who you are and dont get caught up in things you cannot control. The grass is always greener..... A healthy body will grow to the size it is supposed to. This usually is determined in the womb. Focus on school and a healthy lifestyle.

Yes, your body can still grow and can continue to do so til you are about 18.

I would recommend checking with your doctor as well to see what they say.
