In the early 1990's it was George Bush Sr. that was the President of the United States.

In 2001- through the present it is his son serving as President. Both are named George Bush. That is where your confusion lays. It is father and Son. George Bush Sr. and George Bush Jr.

Cause people voted for him that's what happens in America people vote for who they want to be president. The candidate with the most votes get to be president.
Reasons for Bush JR success could be that people were living in troubiled times they were scared of changing government so soon after 9 11 since the Democrats had not put together a convincing alternative as to how they were going to tackle the war on terror any better then the Bush administration.
Biased media coverage from far reaching franchises such as fox news , the lack of subtle Democrat or alternative Republican candidate(until now)
