I doubt it. Based on their performance so far, the best they can probably do is....

Design the program to give them to foreclosure victims, and then create such a bureaucratic nightmare that they give trailers to a bunch of people who never faced foreclosure in the first place.

Stage a press conference with FEMA employees posing as reporters, asking a FEMA official why they did such a great job providing trailers to homeowners.

Request more money next year for a larger budget in order to effectively combat natural disasters and shape the perceptions of the American public to make them believe huge bureaucracies like FEMA are efficient and effective.

I think it's funny how Democrats will vote to illiminate rights of free speech or to change the constitution to make a small minority feel good (special interest groups) but they crap on people who have gotten behind in a major payment. Yes, some people have managed their money poorly, but others have been a victim of a weak dollar and a trend of sending manufacturing overseas.

You have to be involved in owning a house to have a foreclosure...FEMA only gets called out when 5 generations of ingateful jobless lose their dirt floored shacks in a storm. I doubt the trailers will get used until there is a Democrat in the Whitehouse (could be decades).

Im not sure I consider most people in foreclosure as victims. Sure some are but most just bought houses they couldnt afford or they couldnt manage their money.
