The shop touched up my back bumper from an accident previously. After the first snow fall I noticed some paint had flaked away and was still peeling back further. Upon showing it to the shop they say they won't fix it because it looks like there was an impact. Even if there was a cart or something from a parking lot that hit it, why would it be flaking off? is that a sign of a bad paint job?

Get estimates from another body shop to have the paint fixed properly!! Take the estimate to the other body shop, and get ready to go to court!!! Do'nt let them cheat you!! Poor prep work is to blame for "paint falling/flaking off", Demand an entire repaint/refund, go to small claims court (do your homework though), and you'll win !!

Yes, it may be caused from bad prep work. No sanding or clearing of old paint surface, as the primer is not sticking and it sounds like there was little effort in applying clearcoat to the finished surface.

Bad paint job. Was not prepped correctly, did not use correct paint. They took you.
