Yes. And that is almost as bad as the ones who have multiple accounts and vote themselves best answer. Sad!!

It's also possible they're voting their own answer as best answer--this is allowed (whether it's fair or not is a matter of opinion).

Yes, I found one situation where 2 people constantly chose each other as best answer to questions.

It doesn't bother me at all,it's not an achievement if you cheat and it's not like there's a big prize at the end.
