No they don't hibernate, but they do sort of slow down. I wouldnt worry about it, as long as it is eating. Do you feed it a variety of foods?
I wouldnt say there is anything to worry about, but if you feel that its getting worse and it stops eating and it look particularly unwell then talk to your vet.

Most water turtles (terrapins in Europe) hibernate (technically, they brumate) in the winter in part of their range or part of the time.

However- they rarely brumate in captivity- temps are usually too warm to brumate but too cool to be active, so they just waste away for a few months.

To overcome this, give the turtle summery light and temps- 12-14 hours a day of light, nad 75-85F water temps.
